So yesterday they get the cost estimates from the Congressional Budget office and cheer that it is less expensive then they thought.

Then today they change everything before the vote on Sunday.

"The tax wouldn't kick in until 2018, reducing the projected revenue to the government by 80 percent."

Everything is always smoke and mirrors.
